摘要：Trade liberalization generates winners and losers within a country. How do policies respond? In this paper, we investigate the responses of local governments to tariff liberalization in China. Tariff reductions reduced local fiscal revenue, mainly through lowering tax revenue from value-added tax and corporate income tax. More than 40% of this tax revenue reduction is due to a lower effective tax rate, suggesting that local governments loosened tax collection enforcement to compensate firms adversely affected by tariff cuts. On the other hand, tightened fiscal revenue constrained local government`s ability to provide social welfare programs or public goods, both of which we do not find positive responses.
主講人簡(jiǎn)介：黃煒博士是新加坡國(guó)立大學(xué)校聘助理教授。黃博士曾是美國(guó)國(guó)家經(jīng)濟(jì)研究局（NBER）博士后研究員。黃博士于2016年獲得哈佛大學(xué)經(jīng)濟(jì)學(xué)博士學(xué)位，于2011年獲得北京大學(xué)國(guó)家發(fā)展學(xué)院經(jīng)濟(jì)學(xué)碩士學(xué)位，于2008年獲得北京大學(xué)物理學(xué)院物理學(xué)學(xué)士學(xué)位。他的研究領(lǐng)域是公共經(jīng)濟(jì)學(xué)，勞動(dòng)經(jīng)濟(jì)學(xué)和衛(wèi)生經(jīng)濟(jì)學(xué)。他的研究興趣在健康，教育和種族等領(lǐng)域。他的研究成果已發(fā)表在Review of Economic and Statistics, Journal of Labor Economics, American Economic Journal: Applied Economics, Nature, Journal of Economic Perspectives, 《管理世界》等學(xué)術(shù)刊物上。2018年起，他擔(dān)任Economics of Transition的聯(lián)合主編。
